Analysis

DURING A SERIES OF TOUCH AND GO LANDINGS THE PILOT LANDED THE AIRCRAFT WITH THE LANDING GEAR RETRACTED. THE PILOT STATED THAT FOLLOWING THE LAST TOUCH AND GO HE FELT THAT THE AIRCRAFT WAS NOT CLIMBING SO HE REDUCED POWER TO ABORT THE TAKEOFF. HE ALSO REPORTED THAT HE NORMALLY RETRACTS THE FLAPS AND LEAVES THE GEAR DOWN AFTER HE LIFTS OFF.

Factual Information

On May 13, 1995, at 1036 central daylight time, a Beech D55, N993ES, was substantially damaged during landing near Norman, Oklahoma. The private pilot was not injured. Visual meteorological conditions prevailed for the 14 CFR Part 91 local instructional flight and no flight plan was filed. During an interview, conducted by the Federal Aviation Administration (FAA) inspector, the pilot stated that he was endorsed for solo flight in the multiengine airplane. The purpose of the flight was a series of touch and goes ending with a full stop. During the third touch and go, the pilot stated that he added "full power"; however, during the initial climb "the plane did not seem to fly." He further stated that he reduced the power and landed on runway 35. Examination of the airplane an FAA inspector revealed the flaps were fully extended and the gear retracted. During discussions with the pilot, he stated that he "would normally retract the flaps and that he thought the flaps were up and the gear down."
