THE PILOT DID NOT FOLLOW THE MANUFACTURER'S SINGLE ENGINE PROCEDURES, OR ENGINE ICE PROTECTION PROCEDURES. THE AIRPLANE WAS UNABLE TO MAINTAIN ALTITUDE AND A FORCED LANDING WAS INITIATED. BOTH ENGINES WERE TEST RUN AND FOUND TO OPERATE WITHIN NORMAL PARAMETERS.
