Analysis

AFTER TAKEOFF, THE PILOT WAS UNABLE TO GAIN ALTITUDE AS HE APPROACHED CLIMBING TERRAIN. THE PILOT RETARDED THE THROTTLE, THE AIRPLANE FLOATS STRUCK THE TUNDRA, AND THE AIRPLANE NOSED OVER ON ITS BACK.

THE PILOT EXCEEDED THE CLIMB PERFORMANCE OF THE AIRCRAFT.
