THE ENGINE BEGAN TO SPUTTER AND LOSE POWER SHORTLY AFTER TAKEOFF AT ABOUT 200 FT AGL. THE PILOT SELECTED AN EMERGENCY LANDING AREA ON A ROAD AT THE DEPARTURE END OF THE RUNWAY.
