The pilot reported that airplane was configured for landing with the landing gear down, full flaps, full propeller pitch, and 80 mph. He reported that, 'Something made plane settle faster than normal and landed short of runway... .' Runway 11 had been closed due to construction and the taxiway was being used for takeoffs and landings. The airplane landed short of the taxiway and the nose gear impacted a culvert prior to rolling onto the taxiway. The inspection of the airplane revealed no anomalies.
On November 7, 1999, at 1044 eastern standard time, a Cessna 210, N8235M, was substantially damaged during landing when it landed short of the taxiway that was being used as a temporary runway, and the nose wheel collapsed. The 14 CFR Part 91 flight departed Lockport, Illinois, at 0955 EST with Fulton County Airport, Rochester, Indiana, as the destination airport. The private pilot and two passengers were not injured, and one passenger received minor injuries. Visual meteorological conditions prevailed and no flight plan was filed.
