CAUSING RAPID DECOMPRESSION AT FL 170. THE CORE COWL DOOR LATCHES WERE NOT ADJUSTED & CORE COWL DOOR SHEAR PINS WERE NOT INSTALLED PER MCDONNELL DOUGLAS SERVICE BULLETIN NO. 71-86.
