Analysis

The airplane was substantially damaged when it overran the runway and impacted an embankment while landing on runway 16. The pilot reported that as she turned base for landing, she noted the winds shifted to favor the opposite runway. The pilot noted she entered a traffic pattern for that runway and made a normal approach. She reported encountering a tailwind upon landing and was unable to stop the airplane. The airplane overran the end of the runway and impacted an embankment. A weather station 17 nautical miles from the accident site reported the winds from 050 degrees at 12 knots, gusting to 18.

Factual Information

On June 19, 2003, at 1500 central daylight time, a Cessna 182L, N42713, piloted by a private pilot, sustained substantial damage when it overran runway 16 (3,000 feet by 48 feet, asphalt) and subsequently impacted an embankment while landing at Amelia Earhart Airport (K59), Atchison, Kansas. Visual meteorological conditions prevailed at the time of the accident. The pilot and her passenger reported minor injuries. The 14 CFR Part 91 personal flight was operating without a flight plan. The flight departed Terre Haute International Airport (HUF), Terre Haute, Indiana, at 1030, with an intended destination of K59. The pilot reported she over flew K59 at pattern altitude to check the windsock and the winds were favoring runway 34. The pilot noted she flew a normal traffic pattern for runway 34, but when she turned onto base leg she observed the winds now appeared to favor runway 16. The pilot stated she entered downwind for runway 16 and made a normal approach. The pilot reported she encountered a tail wind upon landing and was unable to stop the aircraft. The pilot stated she "felt it was best to go straight." The airplane overran the end of the runway and impacted an embankment. The pilot reported no mechanical malfunctions or failures during the accident flight. A weather reporting station at Rosecrans Memorial Airport (STJ), 17 nautical miles to the northeast of the accident site, recorded at 1453, winds from 050 degrees at 12 knots, gusting to 18 knots.

Probable Cause and Findings

The pilot's inadequate inflight decision, which resulted in a landing with a tailwind and an overrun of the runway. Factors contributing to the accident were the tailwind encountered on landing rollout, the variable, gusty winds encountered while in the traffic pattern, and the embankment.
